About EUR/HKD
EUR/HKD is unusual among currency pairs because one of its legs barely moves against the US dollar. The Hong Kong dollar operates under a Linked Exchange Rate System, in place since 1983 and run within a convertibility band of 7.75 to 7.85 per US dollar since 2005. The Hong Kong Monetary Authority intervenes at the edges of that band. In practice this means EUR/HKD is very largely a restatement of EUR/USD, scaled by the peg.

The overwhelming driver. Because the Hong Kong dollar tracks the US dollar closely, almost all movement in this pair originates on the euro side.
European Central Bank policy
Rate decisions, guidance and the euro-area growth picture move the euro leg.
The HKMA band
The Hong Kong dollar can move within its 7.75 to 7.85 band, and the HKMA’s operations at the band edges are the only meaningful source of independent movement in the quote currency.
Hong Kong dollar interbank rates
HIBOR can diverge from US rates and pushes the spot rate within the band, which is where the peg’s remaining flexibility shows up.
